The Great Council Portal scroll can be crafted after the *hand, heart, tooth quest* (need actual quest name). It requires an Archangel Heart, an Archangel Hand, an Archangel Tooth, and 25 Sacred Soul Stone to craft.
Once crafted, open your inventory to use. It will open a portal to the Lord of Dissection.
He is the 7th and (current as of December 28, 2021) final Boss of the game.
He drops a variety of gear, including the Legendary Gear (T5) and all runes from Rune II to Rune IX).
