For players that have unlocked the City, you can walk to the left of the city Market to find a traveling circus. There are two NPCs that will talk to you, the Ringmaster and the Fortune Teller. It is not necessary to speak to them first to begin the quests, however. There is a Lottery Wheel there that has an assortment of prizes available. On the wheel are 8 prizes: 10 gems, 50 shards, and six mystery prizes. Mystery prizes can include trade coins, gems, scrolls and other items. You can buy a spin on the wheel for 1 lottery coin, or use 5 coins to spin 5x at once for better prizes such as 25 uber scrolls.
To obtain Lottery coins, complete quests found in the quests log (the tab on the right will show the event quests). The quests are the same as the coin shower event. There are up to two available at a time, a monster quest and a boss quest. Completing one will unlock the next quest in the series, and they reset daily.
