Necromancer Quest 2: Navi
After getting the 15 rat claws for Navi, go back to the village and she will talk to you again, giving you the second quest to open the Necromancer's Altar.
In this quest she will request for an Elven Blade which can be dropped from several monsters, including Ogr, Troll, Earth Elemental, and Dungeon King. You can also choose to craft it.
Side Note: this quest seems to not have any rhyme or reason into if it takes the sword away from you at the time you complete it. Personally I have played 2 accounts and once it took it while the other I kept it, so if it's the best sword you have at the time, it can wait to open the altar as it requires a T3 runed sword or better to be comfortable in the altar.
Dialogue:
Hi ____! You did it so quickly! Great! There is no time to waste!
The legend told that some dark, creepy elf was visiting him from time to time. Once e came with a wrapped elven sword but left without him. I think the necromancer really needed that sword.
We really need it too! I think that's the key to solving this mystery
