Enhancement Quest 1: Dragon King
From Miners Settlement - Game Wiki
Pre-requisite: Craft a Great Council Portal scroll.
After you've crafted a Great Council Portal scroll you can now go see the Dragon King and he will talk to you about gear enhancing which can be done at the table in his room at the far left of the Emerald Mine.
